Borough Plans or ‘Core Strategies’
Strategic borough-wide policy as well as local area policy.

(formulated by communities with support of boroughs)
Few places have these as a lot of work and resources are needed to create one.

All levels of policy are meant to be in general conformity with each other. Borough plans need to conform with the London Plan, which in turn must conform with national policy. When the NPPF, a slimmed down version of national policy, was written in 2012 all other policy had to be altered.
