    Key points from conference workshop on Heritage, Green infrastructure and the Blue Ribbon Network (BRN)

    • BRN; oppose infilling of parts of Royal Docks (Policy 7.30Ba/ para 7.103); promote use of all waterways for transport for both passenger & freight and not simply for (passenger) travel.
    • Green Infrastructure Policy 2.18C: oppose ‘dumbing down’ of policy (for access to Regional & Metropolitan Parks) from meeting access deficiencies to “help address” deficiencies. Continue to meet deficiency. Such should recognise/incorporate access to biodiversity.
    • Biodiversity enhancement to be component of several policy/text alterations, e.g. Policies 7.5 Public Realm (as part of “sustainable management”), 7.2 Lifetime Neighbourhoods.
    • Open Space etc. Policy 7.18: oppose change to title restricting scope to “Public Open Space”; use the wording for protection etc. that occurs in Policy 7.17 Metropolitan Open Space.

    Key points from conference workshop: The Roads Task Force, cycling and transport schemes

    • Consider how London fits in with the South East; the concentration of jobs in Central London needs to be spread out geographically and by sector to reduce the need to travel.
    • Regenerate, rather than generate.  Free up road space for public transport, cycling, walking.
    • Growth figures are not to be trusted and ‘predict and provide’ model allowing parking/traffic to increase is outmoded. Use those alterations on the Roads Task Force as way in to make representations.

    Key points from conference workshop:

    • Implement properly what we have already in London Plan; encourage more community action on renewables.
    • Regeneration – pre-assess renewal as opposed to demolition (c.f. ‘embodied carbon’).
    • Higher standards for new build; and a bigger push for appropriate retrofitting. (And this will help tackle fuel poverty).

    Conference workshop key points:

    • Make the link between sustainable development and economic development (e.g. travel to work); industrial development and loss of land.
    • Challenge idea that town centres are in decline and emphasise the importance of identity, services for/by minorities, infrastructure. (very local and Major Shopping Centres are supported in the London Plan).
    • Undervaluing of existing economic uses which are further under threat via FLEXIBILITY IN PLANNING PROCESSES.

    London Plan 2014-15

    The  Mayor produced draft Further Alterations to the London Plan (FALP) in 2014. These were the subject of consultations in 2014 ending with public hearings (an Examination in Public EiP) in September held by an Inspector whose report appeared late in 2014. A revised version of the Plan incorporating the changes which the Mayor proposes to make (including changes suggested by the Inspector and which the Mayor accepts) was put before the London Assembly early in 2015 and a final version was published and came into force on 10 March 2015. It can be downloaded here:

    August 2014: The secretariat has now posted on its web site all the Statements submitted on 11th August in response to the Inspector’s List of the Matters which will be discussed at the hearings (Examination in Public – EiP) in September.  We have made a convenient list here of the Matters and the timetable along with the link to the Statements on each matter. Just Space strongly recommends that, if you intend to come to any session, and especially if you have been listed to speak at a session, you familiarise yourself with ALL the Statements which have been submitted for that session. The Inspector has said that he will assume that all participants have done this.

    11 August: organisations and individuals who made representations in April had until 11 August to write again, this time responding to the Inspector’s list of the Matters to be considered at the September hearings.  These August submissions will be online shortly.

    Timetable ( see events page for latest detail)
    •10 April 5.00pm deadline for submissions: Then planning inspector starts reviewing submissions
    • probably 9 June: inspector’s draft list of “matters and participants”.
    •(?date) we can make comments and objections on the draft
    • 11 July pre-meeting. Only those who have submitted in April are eligible to participate.
    •(?date) final list of matters & participants (programme)
    •Opportunity for those who submitted in April to submit fresh statements, responding to the Inspector’s “matters” and questions, before the EiP opens
    • 1 September: EiP itself, after which inspector reports to Mayor
    •The intention is that the FALP is published (i.e. adopted) by March 2015 incorporating changes the Mayor accepts.

    How to comment or object: key points: (now irrelevant as deadline passed)

    •Deadline 5.00pm Thursday 10 April by freepost to reach City Hall or email mayor@london.gov.uk with ‘Further alterations to the London Plan’ in the subject box.
    •You can comment ONLY on the alterations – the blue deletions and additions

    New London Plan: responding by April 10th

    Just Space held a well-attended Community Conference on Saturday 15 March 2014 for community groups to hear about and discuss the Further Alterations to the London Plan (FALP) and give their input in eight key areas. The reports from the conference will form the basis of Just Space’s response to the London Plan and are designed to help groups which want to make their own responses. Results from the conference are being published here to assist groups in formulating their own responses.

    A final meeting to coordinate final responses was held on Friday afternoon 4 April.

    Just Space meets with Federation of Small Businesses and others to discuss ‘Business Involvement in Planning’

    On 5 December 2013, Just Space Economy and Planning group held its 3rd discussion within the year-long series aiming to build capacity to engage in planning on economic issues in London (see Statement of Intent here). The focus was ‘Business Involvement in Planning’, with three rich presentations from Sue Terpilowski (Chairman of the London Policy Unit at the Federation of Small Businesses (dead link), Managing Director at Image Line and member of the London Enterprise Panel and London Business Network), Elena Besussi (UCL and Camley Street Neighbourhood Forum (link now dead)) and Michael Ball (Waterloo Community Development Group).

    Discussions with the FSB focused on particular issues small businesses face in London, their representation in strategic planning processes, how businesses and residential communities can work together on planning and development processes, the need for debate on whether London wanted a micro- and small-business community in central London, and changes in the way we work and their implications for planning. Good links were made between the FSB and Just Space.

    Discussions with Camley Street Neighbourhood Forum (download Elena’s presentation here) and Waterloo Community Development Forum focused on the value of industrial land and B and C class office space in central London, how small and ethnic businesses were represented within Business Improvement Districts (see useful information on BIDs here (Dead link)), the critical importance of involving businesses in campaigns such as Kings Cross, Waterloo, Peckham and Elephant and Castle, and the need to interrogate the term, ‘business’ in order for example to enable links to be made between residents and business issues, and to highlight where real estate interests were dominating. More work was needed to explore how Just Space could work with BIDs and other forms of business organisation, building on this initial discussion.

    This discussion will feed into Just Space’ work to respond to the current consultation on the ‘Further Alterations to the London Plan’ (see here), as well as leading to further meetings and events, including on affordable workspace and social enterprise.

    New London Plan out

    January 2014. A new set of changes to the London Plan has been published by the GLA: Further Alterations to the London Plan (FALP. Consultations are open until 10 April and Just Space will be ensuring that community groups are able to support each other in preparing and making representations.  More details on the Greater London page of this site. The document is referred to by the acronym FALP and we suggest that the hashtag #falp14 is used for it in Twitter. Important 6 March and 15 March events for community groups.

    In the mean time consultations closed earlier (February 17th) on the Mayor’s Draft London Housing Strategy.  Just Space worked with the London Tenants Federation and other groups to prepare responses to this document. Details here.
